REPORT ON ORDINANCE No....13.......................of 1917.

I have examined the accompanying Ordinance intituled

An Ordinance to amend the Merchant Shipping Ordinance B,

1899 to 1913

and I am of opinion that the Ordinance

one which is not contrary to the

Governor's Instructions.

There are three main objecte in this Ordinance. relax during the war the requirements as to certificated officers in

The second is the case of river steamers not exceeding 400 tons.

One is to

to give power to provide for the licensing of all launches and motor boats including those which are not licensed at present.

The

third is to give the Governor in Council general power to make regu- lations for the purpose of controlling the embarkation and landing of persons and goods on or from vessels of all kinds.
